Europe-wide procurement of external personnel and service providers (mechanical engineering)

In this mandate, the HR Interim Manager was commissioned by a globally active group company in the specialty mechanical engineering sector. The aim of the project was to completely reorganize the Europe-wide procurement of external personnel and service providers. One of the challenges of the mandate was that the required specialists were not available in sufficient numbers either within the company or on the national labor market. In addition, some specialists were only needed on a temporary basis.

As part of a detailed analysis of the current situation, the interim manager examined the existing procurement structures and channels. He uncovered restrictions and obstacles in the procurement process and determined the need for the number and type of service providers. He also examined the legal framework conditions in accordance with the German Temporary Employment Act (AÜG) and for interim employees, contractors and service contractors, including those abroad.

New concept: centralizing the procurement of external personnel

The interim manager then developed a target concept to centralize the procurement of external personnel and service providers. This included defining the procurement process, responsibilities and approval processes. At the same time, he drew up a scenario for the transition from the current situation to the new approach. The advantages of the new centralized procurement include shorter procurement deadlines, greater flexibility and transparent external personnel procurement. The HR interim manager translated all the contents of the target concept into solutions that were also approved by the employee representatives.

Selecting service providers

Finally, the interim manager searched for and found a specialized external service provider. As an extension of the HR department, this service provider was developed from a master vendor to a master service provider for the complete procurement of external personnel.

The client and employee representatives were very satisfied with the results of the interim mandate. In the opinion of all those involved, the reorganization of the procurement of external personnel and service providers is helping to ensure the company's continued development.
